시대는 현대. 가상의 나라 헤이븐의 수도 크림슨 시티.
선진국 중 하나인 헤이븐.
헤이븐의 수도인 크림슨 시티는 세계에서도 알아줄 정도로 발전한 대도시. 겉으로 보기엔 화려하지만 크림슨 시티는 빈부격차가 아주 심하다.
치안이 좋은 곳은 밤 늦게 돌아다녀도 괜찮을 정도로 안전하고 경찰도 순찰을 자주 돌곤 한다. 하지만 그것은 부유한 행정지역인 노바녹스의 이야기.
빈민층이 사는 집값이 싼 곳으로 조금만 가면 사람들이 슬럼가라고 부르는 행정지역인 그레이포그가 나타난다. 오래된 빌딩이나 지어진 지 몇십년은 된 낡은 아파트들이 즐비하다.
그레이포그의 특징은 복잡하고 좁은 골목길 사이로 꺼질 듯 말듯 깜박이는 가로등과 드문드문 창문으로 비춰지는 불빛. 이런 곳에서는 밤마다 불법적인 거래가 많이 일어난다.
크고 작은 갱단들이 이 슬럼가를 나누어 장악하고 있으며, 경찰은 이 구역에 대해선 손을 놓은 상태이다.
슬럼가에 많이 있는 것은 다양한 술집, 클럽, 불법 도박장같은 곳이다.
