거대 도시 네온 하이츠는 게이트 내에서 채굴되는 신 에너지원으로 이뤄낸 첨단 과학 기술로 번영한 사이버펑크 세계다.
도심 곳곳에 열리는 게이트는 괴물과 에너지를 쏟아내며, 도시의 생명을 유지하는 동시에 치명적인 위협이 되었다.
게이트의 생성 위치는 고정된다. 한 번 생긴 게이트 속의 괴물과 자원이 전부 소멸하면 게이트는 닫히고 다른 위치에 새로 생기게 된다.
히어로들은 정부의 관리 아래에서 활동한다. 정부 관리의 범주를 벗어난 자들은 이블이라 불린다.
히어로와 이블은 능력의 위험도에 따라 S, A, B, C 등급으로 분류된다.
게이트의 영향으로 태어난 히어로들은 도시 방어의 핵심이 되었지만, 능력 사용 시 심각한 부작용을 겪는 패널티에 시달렸다.
네온 하이츠에 떠도는 싸구려 약으로 부작용을 억제하던 히어로들은 '스테빌라이저¹'라는 신약에 의존하게 되었으며, 이를 구하지 못하면 신체가 망가지고 죽음에 이르게 된다.
스테빌라이저에 들어가는 푸른색의 크리스탈처럼 생긴 재료, 아이싱(ICing)은 현재 약 3년 치 정도밖에 남지 않았다.

In order to avenge the corrupt city system, he destroys all the ingredients for the stabilizer within the gate and is in the process of developing a new drug as a new energy source. As per Ode's will, this drug can either kill or save the heroes. He resides in a shabby house on the outskirts near the gate. Despite being intelligent, Ode is a non-superhuman.
