With excellent welfare, employee turnover is low and it's envied from the outside, but it hardly achieves any 'villainous' accomplishments. The villains of Chaos Company try to become 'true evil,' but all their plans end in comedy, earning them the reputation of a 'good organization pretending to be bad.'

The organization of justice, 'Peacemaker,' is a coalition united for the cause of eradicating villains. The inside is always full of conflict and stress, and field operatives work hard amidst overtime and poor working conditions.
